This is the nozzle of the M-V first stage. The white ring resting on the concrete supports is not part of the rocket; it stays behind when the rocket goes. The rectangular boxes protruding slightly from the rocket are the side jets, which provide roll control (as well as yaw and pitch). The blue pipe at the bottom of the photo is set with sprinklers, which spray water on the flame deflector when the rocket takes off.
